COVID-19: Information Ministry justifies GHC150K spent on staff

The Ministry of Information has provided clarification on the payment of GHC150,000 to some staff members during the COVID-19 lockdown, stating that it was a motivational measure to recognize the risks and challenges they faced while working on the frontlines of the pandemic response.

This response comes after the Auditor-General raised concerns about the payment in his report on COVID-19 transactions, questioning the basis for such a large sum to be paid to staff.

However, according to Mawuli Segbefia, Director of Finance and Monitoring at the Ministry of Information, the payment was part of a comprehensive plan submitted to and approved by the Ministry of Health and the bank.

The plan, which was carefully crafted to ensure effective implementation of COVID-19 response activities, included provisions for allowances to be paid to officers who were directly involved in the implementation.

Segbefia emphasized that the payment was meant to boost staff morale and recognize their tireless efforts during a challenging period, characterized by unprecedented risks and uncertainties.

He assured that the necessary approvals were obtained before the payment was made, and the Ministry has documentation to support the transaction.

The Ministry’s explanation aims to address concerns about the payment and demonstrate transparency in their handling of COVID-19 funds, while also highlighting the importance of recognizing and rewarding the contributions of staff who worked selflessly to mitigate the impact of the pandemic.
