Mark Bismark Owusu Mensah appeal has been dismissed by the GFA Elections Appeal Committee to contest for the upcoming Western Regional Football Association Chairmanship position.
According to the Election Appeal Committee, RFA members who supported his candidacy were not qualified to do so.
The names of the authorised officers proposing or supporting a candidate must be per Article 13(2)() of the GFA Statutes, 2019.
Therefore, the persons authorised to propose or support a candidate must be persons whose names are captured in “a list of ofticials, specifying those who are authorised signatories wilth the right to enter into legally binding agreements with third partics.
Mr Anthony Effah Morris endorsed as the deputy CEO of Kalos Fillos Fc and Mr James Kainyah(Jamkay) endorsed as the CEO of Sekondi Eleven Wise Fc.
Below are the findings against Mr Bismark Owusu Mensah;
“The Elections Committee disqualified Mr. Owusu Mensah, on the basis that two of his endorsements were not valid. These are the endorsements from KALOS FILOS FOOTBALL ACADEMY and SEKONDI ELEVEN WISE FC. “
“We note from the decision of the Elections Committee that KALOS FILOS wrote to the Ghana Football Association to indicate that its Head Coach, Mr Anthony Effah Morris was not authorized to endorse the nomination of Mr Owusu Mensah for and on behalf of KALOS FILOS FOOTBALL ACADEMY. On the basis of this official communication, the endorsement was to be invalid. “
It is important to emphasize that the Elections Committee made a finding of fact that Mr Anthony Effah Morris is not provided in any official documents of the GFA or RFA of the Western Region as a signatory to official documents for KALOS FILOS FOOTBALL ACADEMY.
“We note from a letter dated 7th September, 2023 attached to the written submissions of Mr Owusu Mensah thar KALOS FILOS FOOTBALL ACADEMY has written to the Ghana Football Association and has included Mr Anthony Effah Morris as a signatory to official communication and documents of the club. The letter indicates that this change was made on 1st August 2023. We wish to state that the changes to the official list of persons who can sign documents on behalf of a club are only valid upon submission of the said list to the Ghana Football Association.”
“To the extent that Mr Anthony Effah Morris was not authorized to sign documents on behalf of KALOS FILOS FOOTBALL ACADEMY until receipt of the letter dated 7th September, 2023, the Elections Committee was right in declaring the endorsement by KALOS FILOS FOOTBALL ACADEMY as invalid.
Prior to Bismark appeal dismissal, Mr Simon Eheomah will be unopposed in the upcoming WRFA.
