Former Minister of Education Dr. Matthew Opoku Prempeh, widely known as NAPO, is currently under investigation by the National Intelligence Bureau (NIB) over procurement-related concerns, including a controversial $60 million contract for mathematical sets awarded during his tenure.
The contract in question, awarded in 2019 to Bluegrass Group Ltd, was intended for the supply and distribution of mathematical sets to Senior High School students nationwide. The deal has since raised eyebrows among stakeholders, prompting a closer look at the procurement process and adherence to due diligence protocols.
NAPO, who was 2024 NPP Vice Presidential Candidate has reportedly honored two invitations from the NIB to assist with the ongoing investigation. In a statement, he described his cooperation with investigators as “normal and necessary in public life,” signaling his willingness to support the process.
Deputy Attorney General Dr. Justice Srem Sai confirmed the investigation during an interaction with the media, clarifying that being invited for questioning does not constitute an accusation of wrongdoing. “An invitation to assist in an investigation is not a charge,” Dr. Sai emphasized. “Prosecution requires credible evidence of criminal conduct, and as of now, the investigation is ongoing.”
The case has sparked public debate, particularly in the lead-up to Ghana’s general elections, as scrutiny of public spending and accountability intensifies. Transparency advocates are calling for a thorough and impartial inquiry to determine whether there were breaches in procurement laws or any misuse of public funds.
